International organizations and corporations are racing to develop global guidelines for the ethical use of artificial intelligence. Declarations, manifestos, and recommendations are flooding the internet. But these efforts will be futile if they fail to account for the cultural and regional contexts in which AI operates.


Transparency of algorithms is an essential component of an ethical and responsible artificial intelligence. The concept has emerged in response to the growing use of AI systems in sensitive areas and their impact on the lives of individuals as well as on society as a whole.


The University of Texas at Austin and the MITRE Corporation, a nonprofit dedicated to solving problems for a safer world, have formed a partnership that includes accelerating innovative ethical artificial intelligence (AI) research currently underway by interdisciplinary teams of researchers who are part of UT Austin's Good Systems research grand challenge.

On the internal, we spent a lot of time talking this up. As I alluded to earlier -- I actually explicitly said we have a center of excellence concept in the JAIC. So part of that center of excellence is a strategic engagement and policy team. Within that, our team is spending a lot of time working with Defense Innovation Board, but also just internally and with the services components, on this question about the ethical use of A.I., the safe use of A.I., the lawful use of artificial intelligence.


I would -- I will tell you that in 35-plus years in uniform, I have never spent the amount of time I'm spending now thinking about things like the ethical employment of artificial intelligence.
